No — never. Every solicitation still gets submitted the way it always has, through the agency's own portal, by a human on your team. GovBid Finder is a discovery + qualification + workflow tool. The 'never auto-submits' rule is a deliberate design decision, not a limitation we plan to remove.

The invoice is timed to the award notification — the point where the platform's contribution to your win is verifiable — not when the agency pays you. For most contractors, 3% is a small share of the award value and quickly pays for itself in bids surfaced that would have gone unseen. If cash flow on a specific award is tight (you haven't received a mobilization payment yet, retainage is holding things up), reply to the invoice and we'll work with you on terms.

Wins are self-reported when you mark an opportunity 'Won' in your pipeline. Because the platform tracks the full submission audit trail (portal confirmation numbers, agency award notices, timestamps), accurate reporting is the natural byproduct of using the workflow — it's the same evidence you'd keep for your own records. The Terms cover what happens if wins are deliberately concealed; in practice, an accurate pipeline is worth far more to your company than the 3% on any single bid.

Yes. GovBid Finder surfaces both prime solicitations AND subcontractor / teaming opportunities from the sources that publish them. Your role preference (prime vs. subcontractor vs. supplier) is part of your onboarding profile and feeds directly into the match scoring — subs see sub work, primes see primes, and teaming leads surface to both.

Yes. During onboarding you tell us which certifications you hold — SDVOSB, VOSB, WOSB, EDWOSB, HUBZone, 8(a), SDB, Small Business — and every opportunity is scored against your set-aside eligibility. Set-asides you qualify for get full credit; ones you don't get flagged so you don't waste a bid cycle on work you can't compete for.
